Share pixel image decoders
Move PBM, PPM, and JPEG XL decoding out of term.c into a shared
memory-based module. File decoding now maps the source and feeds the
same parser that future Wren byte-string inputs will use.
Keep the existing APC file and blob verbs on the shared path, and load
libjxl on demand so decoder availability no longer depends on entering
a connected terminal session first.
