I don't know about locked or how to change the shortcut/s, but
'normally' one could turn off or reboot the computer with the sequence:
ctrl-esc (brings up Start menu) U (shortcut item in Start menu opens the Turn off computer function) then S does standby, U shuts down and R restarts.
