Hide XPDev synchronization internals
Import the reviewed removal and opacity changes from XPDev while adapting monorepo callers and preserving its non-CMake build paths. Remove unsafe semaphore count APIs and the mutex initializer helper, use fixed-width timeouts, and make XP semaphores, Win32 rwlocks, and Unix events opaque.
